I've always been mostly a lurker, so I agree with the "lurk moar" opinions. It doesn't hurt to sit on your hands once in a while until you figure out how everything works.
At the same time, newbies shouldn't be scared to jump in whenever they feel like they're ready, and shouldn't feel too bad if they make mistakes at first (as long as they understand what those mistakes are and how to fix them).
